Might be showing my age here but didn't this building originally open as a nightclub ?

I think there was Pulse & Vogue nightclub and Hotshots bar in that location.

I went to the club once and the bar a number of times after games.

I'm not sure if this is the same building though, although it looks to be in the right location.

Correct , I remember being involved with the World Student Games.

Used to work there. It was where Insight was based and Plusnet while they were owned by Insight.

It looks very big for the proposals they have for the place... it would make one hell of a retail store.. if its done properly... but thats going to take a ton of investment thats for sure...
