If it was genuinely that, I would say its probably a delay of game penalty. Admittedly, I had a bit of a moan at him from the stands as it happened, but I don't think there's really much in it to warrant a penalty. I would say give him the benefit of the doubt the first time it happens, but then take measures if it's a consistent thing.
By no means am I a rules expert though, so happy to be corrected.
