If it was genuinely that, I would say its probably a delay of game penalty. I feel that one though, was because the fastening on his helmet had become loose, and he was trying to signal this to the ref, who decided to ignore him until he took the measure of removing the helmet completely.

Admittedly, I had a bit of a moan at him from the stands as it happened, but I don't think there's really much in it to warrant a penalty. I would say give him the benefit of the doubt the first time it happens, but then take measures if it's a consistent thing.

By no means am I a rules expert though, so happy to be corrected.
